Senior Officials to Be Charged Over Census 'Graft'
Nairobi — The Director General of the Kenya National Bureau of Statistics (KNBS) Antony Kilele and two other officials were arrested Tuesday by the Ethics and Anti-Corruption Commission (EACC) over graft allegations.
Kilele was picked up alongside KNBS Procurement Manager Fred Ayiera and another official Samuel Ogot Baker, the anti-graft body announced.
EACC Spokesman Nicholas Simani said the three will be arraigned in court on Thursday to face various counts of corruption.
"The investigating officers arrested the officials this (Tuesday) morning from their respective offices and processed them at Integrity Centre for approximately four hours," Simani said in a statement.
"They were later released on free bond to appear in court on Thursday morning," he said.
Kilele and the procurement manager are alleged to have violated procedures when purchasing storage space for census materials.
"Kilele and Ayiera jointly and willfully failed to comply with the law relating to procurement, namely, the Public Procurement and Disposal Act by not using the open tendering method as stipulated in Section 29 (1) of the Public Procurement and Disposal Act, 2005 in the procurement of storage space for census materials," Simani said.
Kilele faces two additional charges of abuse of office for conferring some Sh 5,930,000 and Sh 1, 460,000 on Mr Baker by signing a cheque and vouchers in favour of BM Logistics Company limited, a non existing entity that purported to have provided the materials.
Baker will separately face charges of fraudulently acquiring Sh5,930,000 and Sh 1, 460,000 from KNBS for purporting to have rendered warehouse services for census materials.
